I found the following information while researching the Cutler-Twining document. On page 118 in Parapolitics: Conspiracy in contemporary America is a very interesting piece. Its about a second memo, called the Moise-Douglas memo(google this) which helps prove the Cutler Twining document is authentic. Its not very well known in the field of ufology.
